VI Housing Finance Authority (VIHFA):
‘Affordable Housing Program Agency’ – VI Housing Finance Authority, where rbc
Services provides an array of construction management services, such as:
project analysis and preliminary design work, request for proposals,
invitation to bidders, and other project specifications along
with project inspections, progress reports, and recommendations to the
Executive Director, VIHFA’s council, or other VIHFA division heads.
In
the capacity of the ‘Construction Manager’ for St. Croix, rbc Services is responsible for
project planning & specifications, contracts, project budgets, contractors
requisitions for payments, and change orders for all projects under
the agencies programs. Over 2 million per year, approx. 50% (fifty percent) of
which is federal grant moneys requiring an additional level of accountability.
Total number of completed homes to date: over 500 (0ver 12 years).

Banks and Lending Institutions:
rbc Services provides construction consultations, initial and progress inspections, analysis and reports with
recommendations to construction lenders, including: approvals for all proposed project budgets, contractors requisitions for payments, analysis and approvals
for change orders, review and approval for project scheduling. Clients include:

Not-For-Profit Organizations & Private Sector Clients:
- The St. Croix Foundation for Community Development:
A local not-for-profit that utilizes it's ability to leverage both VI
Government and Federal grants to gain local support & funds to renovate the
historical districts of St. Croix, mostly Christiansted.
rbc donated it services at first and was later hired at discounted rates to
provide developmental consulting on the restoration projects of various
historical buildings. This included providing 'as-built' plans, cost
estimates & recommendations for 5 structures.
- CER 1988, Inc:
Danish Developer, owner of historic 4-story building in the historic town of
Christiansted, across from 'Government House' and adjacent to popular
tourist area, aka "King's Alley" and Christiansted Harbor.
rbc Services provided construction planning and management for the
renovation of two floors, including a high-end clothing store, jewelry
outlet, and proposed restaurant.
- CMCArts - #10 Strand Street, LLC:
An historic building in Frederiksted, St. Croix - adjacent to the
Caribbean Sea on the oceanfront. Being renovated to become the Caribbean
Museum Center for the Arts, Inc. (CMCArts).
rbc Services initially volunteered time and later became a paid consultant
for the property owner - #10 Strand Street, LLC. Project will fully renovate
the circa 1796 building into a renown art center, to be completed in late
2007.
- Attorneys & Insurance Adjusters:
Various Attorneys and Insurance Adjusters have called upon the expertise
of rbc Services, since 1992. Now with well over 15 years experience, rbc
Services has provided the expert witness reports & testimony in over 10
cases.
